Seeing the water problem and knowing the Elon Musk it will goes same way like Jeff Bezos new Yacht largest in the world.
Where he wanted from town to deconstruct very old historical bridge just to make complete Yacht in one shipyard. Well city said no and people went angry if they say yes willing to throw raw eggs over his half billion yacht.
Now first half is build in said shipyard and other half outside of town in another shipyard so there will be no bridge problem and whole yavht will be pulled from one town to another.

Knowing Elon Musk and his sensation for money this going to ends with same results.
He do everything to make his Gigawactory working. And when all will be done he wont care how the water will be used and from which sources.
