Fleet emissions are based on the fact sheets of the cars. Although the data are available the actual emissions in real life are not considered. Specifically for hybrid vehicles the difference between emissions on the fact sheets and the real life emissions is huge.

Yet again, the consumer pays the price. Let's hope the regulations change sooner than later.
