It's a huge company and one should expect that they understand the regulations in the country where they would like to build those chargers. On their home turf the land ownership is only in one hand. In other countries specifically in Europe the ownership question is pretty complex and building charging stations involve lengthy approvals.

On the practical side of things....my coffee break is certainly longer than 5 minutes. Europe has more than enough fast chargers. Only very few cars can actually utilize the power those chargers can deliver. And yet, cars are 10-80 full in well under 30 minutes. Now that's a proper coffee break. Destination chargers at supermarkets or shopping malls are also available. I just don't know where the flash chargers fit in.

It would be interesting to know which kind of batteries they will install next to the charging stations. The oil industry is pushing very hard to make us believe that batteries will self-ignite under the slightest stress. Keeping that in mind people will vote against having such stations in close proximity to their living quarters.
